Public Service Ministry Reviews Lira University structure, excites staff

Ministry of Public Service is currently reviewing the approved structure, job descriptions and person specifications of Lira University for implementation.

Ms Rose Dombio, the PS Ministry Team Leader, said that Lira University was initially restructured and issued an approved structure in 2020 and later harmonized in 2022 having found out that the structures of Public Universities were having a number of inconsistencies in terms of grading and nomenclatures, for example similar title with different salary scales.

She was addressing a 3-day consultative meeting of staff in Lira University held on 16th -18th July 2025 at EMBA Hall.

Dombio revealed that the structural review aims at streamlining, rationalizing and harmonizing service delivery structures of Lira University, to make them adequately respond to the current service delivery demands.

She added that the restructuring process also takes into account policies, changing national priorities strategies, plans and programs as these have a bearing on the services the Institution provides.

On rationality, Dombio explained that Universities and other MDAs Structures should be rational and devoid of duplication or overlaps which are usually common in big Agencies or bureaucracies.

She revealed that similar or related functions are put together based on the technical system that is used in the execution of work as grouping of such functions together is a fundamental means of coordinating work in an organization.

To achieve efficiency and effectiveness, Dombio asserts that structures should provide a mechanism for efficient utilization of human and financial resources for the achievement of objectives, priorities and strategies.

She explained that the PS Ministry is obliged to ensure affordability in structures as their designs should be implementable within the available resources, with high degree of professionalism.

Vice Chancellor, Prof. Jasper Ogwal Okeng lauded the Ministry Team for considering Lira university, a young institution growing at a steady rate, in amending its structure to fit into the current situation.

Prof. Ogwal Okeng encouraged the PS Team and Lira University staff to critically review and profile the structure, job roles for optimal deployment and utilization of the human capital resource in the University, in line with current policies, laws and best practices.

He noted that the University that started from bushes in a government farm is now growing at a steadfast manner, with several students struggling for admissions. “We are seriously achieving our core mandate of teaching or training and doing research with experienced staff, though few. We now hope to get more professional staff if the structure is reviewed,” Prof. Ogwal Okeng asserts.
