Lira University Appointments Board has vowed to continue recruiting only competent and qualified public officers into the service of the university.

While addressing the 7th meeting of the Appointments Board of the 3rd Council, the chairperson, Mr. Bosco Onyik noted that appointing reputable and self-driven human resources benefits the university management by improving productivity, resulting into efficient and effective service delivery. The meeting was held at the Public Health Board Room on 14th October 2025.

The University Council Chairperson, Mr. David Geoffrey Opio Okello revealed that the Board is comprised of experienced, reputable and people with high proven integrity, charged with the responsibility to appoint only qualified employees of the university.

Mr. Opio Okello, retired Deputy Bank of Uganda Governor, observed that the University Management should therefore outline recruitment strategies, training and development plans, budget allocations, and succession planning for critical roles of employees.

Vice Chancellor, Prof. Jasper Ogwal Okeng noted the University Management fosters a positive work environment and supports strategic decision-making, all of which contribute to the university’s overall success and competitive advantage.

Dr. Robert Omara called for production of the Annual Staff Recruitment Plans to always guide the university on staff appointment and costs or wage implications therein. He added that a staffing plan should include an analysis of the current workforce, a forecast of future needs, and a gap analysis to identify discrepancies between the two.

On strategic hiring, Ms Nellie Florence Okullo advised that good human resource planning ensures the recruitment of the right talent for academic and administrative roles. “We should develop strategies for attracting new talent and keeping existing employees engaged,” she said.

Dr. Florence Ebila, also a Senior Lecturer at Makerere University, noted that staff training and development prepares staff for new challenges, increasing resilience and agility in the face of changes.

Several pertinent issues were discussed and resolved by members for implementation.

Other members of the Appointment Board present were: Deputy Vice Chancellor, Assoc. Prof. Okaka Opio Dokotum, Hon. Dickens Frederick Odongo and Augustine Oyang Atubo, University Secretary.
