Lira University Bursar, CPA. Hasahya Nathan Hagobi has been appointed Acting Second Deputy Vice Chancellor-Finance and Administration.
Vice Chancellor, Prof. Jasper Ogwal Okeng announced that by the authority entrusted in his office, he has appointed CPA Hagobi as Second DVC (Finance and Administration), effective 1st October 2025. He was addressing the Students Welfare and Discipline Committee (SWDC) at Public Health Board Room on 3rd October 2025.
“This is an additional assignment to his role as Bursar. I have assigned him an administrative portfolio, to oversee the financial and administrative functions of the university”, Prof. Ogwal Okeng said amidst cheers and applause from the audience.

Prof. Ogwal revealed that CPA Hagobi has a wealth of experience in administration and financial management, with scores of connections in Ministries and other government entities. “He was among the few who sacrificed and joined me to start this university from the bush where ananga tree was our office,” he recalls.
Prof. Ogwal Okeng explained that CPA Hagobi has excelled through strong leadership, clear team work culture, and exceptional organizational skills, fostering effective support for managing finances responsibly, and ensuring efficient operations for the university.
On leadership and coordination, Prof. Ogwal Okeng said, the DVC will perform duties delegated by the Vice-Chancellor or assigned by the University Council, be responsible for the planning and development of the University.
On his part, CPA Hagobi noted that he will promote strong relationships with staff and stakeholders, resolve issues proactively, remain adaptable to change, and demonstrate attention to detail in a fast-paced environment to contribute to the University success.
CPA Hagobi promised to provide clear direction, motivate staff, and contribute to the overall success of the university.
“I thank the VC for giving me this opportunity. I promise to execute this role diligently and professionally. This time I will be walking to offices, not staff coming to my office as it has been before. With team work, we shall achieve the goals of the university,” CPA Hagobi said.
Several Committee members including the chairperson, Hon. Frederick Dickens Odongo commended the Vice Chancellor for the decision to appoint CPA Hagobi into the new office.
They noted that CPA Hagobi has exhibited the ability to analyze situations, make effective decisions, and find solutions to challenges and above all, a game-changer in the steadfast growing university.
