Mr. Atim Tom Richard holds a Master of Arts Degree in Economic Policy Management, Bachelor of Science (Economics & Statistics); Postgraduate Diploma in Project Planning & Management, Diploma in Education Secondary (DES) and a number of other Certificates.

Mr. Atim is currently the Deputy Chief Planner (Head of Planning) at Lira University, spanning over twenty years extensive hands-on experience in Development Programming & Budgeting, Strategic Planning & Management, Project Planning & Management, Monitoring & Evaluation of Development Programmes & Projects, Policy & Strategy Formulation & Management, among other critical skills.

Participated and taken lead roles in the development of Strategic and Development Plans & Budgets for Local Governments and other Corporate Organisations including but not limited to Lira University, Uganda Technical College Lira, St. John XXIII Hospital Aber, and St. Camillus Lwala Hospital among others; participated in high level engagements on resource mobilisation & allocation for development (including Parliament, Ministries, Departments & Agencies). Tom is a member to several Committees of Lira University.
