Associate Professor Okaka Opio Dokotum (PhD) was appointed the pioneer Deputy Vice Chancellor Academic Affairs of Lira University in June 2016. Sourced from Kyambogo University where he served with distinction for 23 years, Professor Dokotum Deputises the Vice Chancellor of Lira University, assists the VC and provides leadership to the academic and academic-related units of the University.
The Deputy Vice Chancellor is responsible for the strategic intelligence of the university, university-wide policy and operations related to academic programmes and teaching and learning and in particular, maintaining and advancing the University’s academic vision, practice and profile.
As the pioneer Deputy Vice Chancellor Academic Affairs, especially in the absence of a Deputy Vice Chancellor Finance and Administration, Professor Dokotum has the enormous task of building and reinforcing foundations and standards and setting up effective and efficient academic systems for the Global Centre of Academic Excellence—“The Beacon”—that Lira University aspires to be. He assists the VC in determining the best modus operandi and resources needed to achieve this institutional dream. A distinguished academic, prolific multidisciplinary researcher, author, playwright, poet, filmmaker and multilingual education advocate, Dokotum brings enormous synergy and inspiration to the staff and students at Lira University and the local community.

Duties & Responsibilities of the Office of the DVC Academics
1. Providing Leadership in Academic Programs and Policy Implementation
The Office of the Deputy Vice Chancellor for Academic Affairs is responsible for providing strategic leadership and oversight of all academic activities within the University. The office ensures effective implementation of academic policies, regulations, and standards in line with the University’s mission, national higher education guidelines, and international best practices. It also coordinates curriculum development, review, and accreditation of academic programs to ensure quality and relevance.
2. Supervising Teaching, Learning, and Research Activities
The office oversees the management and coordination of teaching, learning, research, and academic innovation across all faculties, schools, institutes, and departments. It works to ensure high standards of academic excellence by monitoring instructional quality, promoting effective teaching methodologies, and supporting research initiatives that contribute to knowledge generation, community transformation, and national development.
3. Coordinating Examinations and Academic Progress
The Deputy Vice Chancellor for Academic Affairs supervises the administration of examinations and academic assessments to ensure fairness, transparency, and compliance with University regulations. The office works closely with the Academic Registrar and academic units to monitor students’ academic progress, approve academic schedules, and ensure timely release of examination results, graduation lists, and academic transcripts.
4. Promoting Quality Assurance and Academic Standards
The office is responsible for maintaining and enhancing the quality of academic programs and services within the University. It supports quality assurance mechanisms through regular academic reviews, staff evaluations, program assessments, and institutional performance monitoring. The office also ensures that academic operations comply with standards set by national regulatory bodies and international educational frameworks.
5. Strengthening Academic Partnerships and Staff Development
The Office of the Deputy Vice Chancellor for Academic Affairs promotes collaboration with local and international universities, research institutions, and development partners to strengthen academic programs and research opportunities. The office also supports professional development for academic staff through training, mentorship, conferences, workshops, and capacity-building initiatives aimed at improving teaching effectiveness, research productivity, and academic leadership.
