Jimmy Francis Obonyo (PhD) is a Senior Lecturer in the Department of Public Administration and Management, Faculty of Management Sciences, Lira University, Uganda, Dr. Obonyo is the pioneer chairperson of Lira University Academic Staff Association (LUASA) and he is currently a member of Lira University Council, representing Academic staff. He previously served as the fourth Head of Department of Public Administration and Management. Dr. Obonyo holds a PhD in Political Science from Makerere University, and three Masters Degrees (Master’s Degree in Public Administration and Management, Master of Arts in Social Sector Planning and Management both from Makerere University and Masters in Political Science: specializing in Democratic Governance and Civil Society from University of Osnabruck, Germany. He also holds an honours Bachelor Degree in Social Work and Social Administration from Makerere University and a first class postgraduate Diploma in Monitoring and Evaluation from Uganda Management Institute (UMI). He has over 14 years teaching and research experience at University level. Dr. Jimmy has supervised over 20 master’s student to completion and research extensively on decentralisation policy reforms with several publications to his name including The nexus between the traditional system of governance and the local government system in Karamoja, Uganda. His interest is multidisciplinary research in local democratic governance, public policy, publication and management, Civil Society Organisations/NGOs Monitoring and Evaluation.
